CBI re- registers a case against three accused including then Principal Secretary; then Joint Secretary and then Advocate General of Govt. of Chhattisgarh, on allegations of influencing ongoing proceedings of Nargik Apurti Nigam (NAN) and ED cases and conducts searches.

Central Bureau of Investigation (CBI) has registered a case taking over investigation of  FIR  earlier registered at PS State Economic Offences Investigation Bureau, Raipur(Chhattisgarh), against Shri Anil Tuteja, IAS (retired), then Joint Secretary; Dr. Alok Shukla, IAS (retired), then Principal Secretary; Shri Satish Chandra Verma, then Advocate General, all three of Govt. of Chhattisgarh, pursuant to notification  issued by Govt of India, after  notification of the Govt. of Chhattisgarh.  Searches were conducted by CBI at the premises of accused two public servants  at two places in Raipur which led recovery of some incriminating documents.

It is alleged that the accused public servants abused their official position to influence ongoing proceedings in Nargik Apurti Nigam (NAN) case registered vide FIR No.9/2015 against them at EOW/ACB, Raipur and Enforcement Directorate case registered on the basis of NAN case.  As per digital evidences seized by the Income Tax Department, the accused public servants made several attempts to frustrate the proceedings in NAN cases.  

Further,  the accused public servants allegedly provided inappropriate benefits to accused Shri Satish Chandra Verma, then Advocate General, Chhattisgarh to motivate him to perform public duty in an improper manner and secure anticipatory bail for themselves in the aforesaid cases under investigation by ED and EOW/ACB, Chhattisgarh.  In order to seek anticipatory bail, it was alleged, the accused public servants, got changed the documents related to the procedural and departmental work of the senior officers posted in the State Economic Offences Investigation Bureau, and the reply to be filed in the Hon'ble High Court, in NAN case. 

Investigation is continuing. 

पूर्व आईएएस अनिल टुटेजा के घर छापेमारी की वजह का सीबीआई ने खुलासा कर दिया है. एजेंसी ने बताया कि नान घोटाले की जांच को प्रभावित करने पर अनिल टुटेजा और आलोक शुक्ला के साथ पूर्व महाधिवक्ता सतीश चंद्र वर्मा के खिलाफ एफआईआर दर्ज किया गया है, जिसके बाद अनिल टुटेजा के साथ आलोक शुक्ला के भी घरों पर छापेमारी की गई, जिसमें कुछ आपत्तिजनक दस्तावेज भी बरामद हुए हैं.आरोप है कि लोक सेवकों (अनिल टुटेजा और आलोक शुक्ला) ने अपने पद का दुरुपयोग कर आर्थिक अपराध शाखा/एसीबी, रायपुर में उनके खिलाफ दर्ज एफआईआर संख्या 9/2015 तथा एनएएन मामले के आधार पर दर्ज प्रवर्तन निदेशालय के मामले में चल रही कार्रवाई को प्रभावित किया. आयकर विभाग द्वारा जब्त डिजिटल साक्ष्यों के अनुसार, आरोपी लोक सेवकों ने एनएएन मामलों में कार्रवाई को विफल करने के कई प्रयास किए.इसके अलावा आरोपी लोक सेवकों ने कथित तौर पर आरोपी तत्कालीन महाधिवक्ता सतीश चंद्र वर्मा को अनुचित तरीके से सार्वजनिक कर्तव्य निभाने के लिए प्रेरित करने तथा ईडी और ईओडब्ल्यू/एसीबी, छत्तीसगढ़ द्वारा जांच के तहत उपरोक्त मामलों में खुद के लिए अग्रिम जमानत हासिल करने के लिए अनुचित लाभ प्रदान किए.यही नहीं आरोप है कि अग्रिम जमानत लेने के लिए आरोपी लोक सेवकों ने राज्य आर्थिक अपराध अन्वेषण ब्यूरो में पदस्थ वरिष्ठ अधिकारियों के प्रक्रियात्मक एवं विभागीय कार्य से संबंधित दस्तावेजों तथा नान प्रकरण में उच्च न्यायालय में दाखिल किए जाने वाले जवाब में फेरबदल करवा लिया. मामले की जांच जारी है.

जानिए क्या है नान घोटाला

छत्तीसगढ़ में नागरिक आपूर्ति निगम (नान) के जरिए सार्वजनिक वितरण प्रणाली का संचालन होता है. ACB ने 12 फरवरी 2015 को नान के मुख्यालय सहित अधिकारियों-कर्मचारियों के 28 ठिकानों पर एक साथ छापा मारा था. छापे में करोड़ों रुपए कैश, कथित भ्रष्टाचार से संबंधित कई दस्तावेज, डायरी, कम्प्यूटर हार्ड डिस्क समेत कई दस्तावेज मिले.आरोप था कि राइस मिलों से लाखों क्विंटल घटिया चावल लिया गया और इसके बदले करोड़ों रुपए की रिश्वत ली गई. चावल के भंडारण और परिवहन में भी भ्रष्टाचार किया गया.शुरुआत में शिव शंकर भट्ट सहित 27 लोगों के खिलाफ मामला चला. बाद में निगम के तत्कालीन अध्यक्ष और एमडी का भी नाम आरोपियों की सूची में शामिल किया गया. इस मामले में दो IAS अफसर अनिल टुटेजा और आलोक शुक्ला भी आरोपी थे.
